Medicaid is one of the oldest, and one of the largest funding sources of speech generating devices. State Medicaid Speech Generating Device (SGD) coverage dates back to the late 1970s, when developments in micro-processor technology and speech synthesis software first made it possible to build voice output communication aids (Beukelman, Yorkston, & Smith, 1985). From that beginning, Medic-aid SGD coverage expanded throughout the 1980s and 1990s to reach every state’s program.
“National” SGD coverage began a “honeymoon period” during which ongoing Medicaid advocacy was not necessary; however, it was short lived. Starting in approximately 2002, began regarding ongoing Medicaid SGD coverage and funding. States were facing serious shortfalls in their Medicaid budgets, and were looking for ways to decrease their obligations. Unfortunately, the states’ fiscal problems have continued, and the number of Medicaid programs that have SGD coverage and funding issues has increased.
