The Tricare Program, formerly known as CHAMPUS, is a health benefits program for active duty military personnel and their dependents, and military retirees and their dependents. There are more than 9 million Tricare beneficiaries. They reside in every state, but are likely to be concentrated in communities near military installations. Tricare is administered by the Department of Defense.
Although smaller than Medicaid and Medicare, the nation’s two largest health care programs, Tricare is huge. Its present costs are approximately $ 50 billion, or approximately 10 percent of the DoD budget. This compares with close to $200 billion each for Medicare and Medicaid.
